I think that Neighborhood Watch groups typically have some sort of uniform. Maybe the sash is the uniform, though you may be right, mrleaffan.

I think SA might be implying that Neighbourhood Watch groups are just glorified Hall Monitors with that sash. He might be onto something.

Battle, actually. Though to be honest, I'm not sure quite how effective "baddle" is, so I wouldn't know.And the whole point is that it's a vigilante group.
