I think Stormthehouse is right. In the third panel, the second (stolen) paper is flipped over Dilbert's hands. In the newspaper picture, the second paper is flipped over Dilbert's hands in the exact same way.

It's kinda sad. The sort of mechanisim that relies on trusting the customer to do the right thing just wouldn't survive in this day and age.
