Funnily enough this is common practice in Thailand. On more than one occasion I received random directions when the person didn't know. It's considered normal... so they don't have to "lose face" by admitting they don't know. Kind of bizarre and annoying. I guess if you're Thai you can pick up the subtle hints and realize they don't actually know so that you know to try someone else.
