Elbonia reminds me of Albania. After 40 years of communistic totalitarian rule, it was hard for people to think for themselves. When I was in the capital city of Tirane, the water supply was irregular. So people always left the water turned on. So as soon as the water came on, all of it went down the drain. Except that the sewers often couldn't handle the capacity so it would overflow onto the floors and go into the apartments below.
