I'd say, 'reverse inclination' is also neutralised as it is only an opposite way of saying 'opposite action of declining'. So, based on your logic, the whole clause is neutralised.
Instead, I think this would be more correct:
Election = (voluntary) choice
Not to rescind = to continue
Opposite action of declining = accepting
Reverse inclination = declination
Not discontinue = continue
So, the whole clause becomes:
"Employee's choice to continue accepting the declination to continue employment",
and when simplified, becomes:
"Employee's choice to continue to decline employment", i.e. to quit.
wait.... let's do the math... not rescind (neutralized), opposite action of declining (neutralized), reverse inclination (negation), not discontinue(neutralized).
Alright... it indeed states the negation of employment, i.e. quitting.
