I believe you missed the joke; phb said he wanted to cut costs by getting rid of unnecessary and amd unproductive members of staff.. The person- who gets drawn in the manner as scott draws clueless people, not the way he draws !$%*!$%*!$% who raises his hand just proved that his workload wasn't filled up, as he didn't show any hessitation at all about whether he has time for extra assignment. Thus proving that he is one who should get fired.
As the strip evolves and PHB becomes hopelessly braindead, the not-braindead management is taken over by other characters (Catbert, Dogbert as consultant, upper management).
