I imagine that Dogbert not only is aware of his hypocrisy but strongly approves of it. In Dogbert's mind, sadism is only acceptable when he is the active agent - probably because (in his mind) he's the only one who'll do it right.

Dogbert seems to share that opinion: he enjoys seeing humanity summer. I'm surprised he objects to the fisher's sadism; he's a sadist himself.
