@Kingmidnight, if it is so CLEARLY not Catbert then why is the first word of the very next strip Catbert?

That is CLEARLY not catbert.. different color, and no glasses, different attitude (Catbert is an entire different level of evil, as the other seem to thrive on simply being a nusance).. Sure it was a cat, but except for that only fact there is nothing that reall would state it to be the same, and quite a few to state they are different.
