This used to (and probably still does) happen to military officers a lot. Officers placed in career fields that pay more in the civilian world are assigned jobs where they don't get to do anything in their career field, thus making them less marketable. This was seemingly done to increase retention since it didn't happen in career fields that paid the same/less on the outside or in career fields with too many people.
