It's a black and white comic that's been colourised (colorized).If it was a colour comic from the start (or was colourised better) then the colour shading on his face would reflect the effect better (no pun intended).

It's emphasizing the light from the flashlight on the other side of his face.And by the way, the left side of his face is what you're referring to...
