Sort of. The employees are acting intelligently, but not in the way PHB thinks. He thinks they are performing well and thus enhancing stock price; in reality they are ignoring problems with their own products and boosting the value of competitor stock prices by investing in the competition. Notice from frame 2 that Wally realizes that if he tells anyone about the bug he'll have to do way more work without any compensation (pay) -- thus the irony in PHB's final comment about the new compensation plan motivating smarter behavior.
