I don't believe I had seen this version of this strip. In book form, Dilbert's last line reads "Dungarees are nice pants."

Neither of you got this one. I have been in exactly this situation, and it has nothing to do with the phone. It has to do with an arrogant idiot gone mad with power. You could replace the VP's words in the last panel with "Telemarketers are more important to me than you are!" for the same effect.
