Correct me if I'm wrong but college doesn't always translate into higher education. They could be learning a trade; which, ironically, means they will one day earn more money than most university professors.
Data can actually be quite effective as long as we are careful about the conclusions drawn. It also helps to remember that people aren't as easily measured as we would like. In some ways that can be good. For example, I used to work at a school with very low test scores. The prediction based on this data was that none of the children would qualify for higher education. Today, most of those students are now in college.
