Take whatever side you want, or race for whatever team in the Special Olympics of internet political debate, I don't mean to debate, but wtf? You need to be made fun of. That is some ignorant crap. Republicans are outspoken opponents of business regulation and Democrats are outspoken proponents of business regulation, with few exceptions. Granted Dems get accused of so many backdoor deals and special interest concessions that it blurs the line, they still tell the American people to their faces they support business regulation and blame the recession on business deregulation while guys like McCain blame the blows to our economy on business regulation. They're like the very core of those parties. Have you ever heard a politician speak?
I'm not even going to mention the claim Democrats controlled Congress in the '90s. Maybe if you have some wacky conspiracy theory that all the Republicans in Congress at the time were secretly Democrats.

Moreover, it was Clinton who undid the financial regulations, it was Clinton who signed all the "free trade" agreements and also gave the Chinese everything they needed to compete with us. The point of the strip was Dogbert in charge of the FINANCIAL subsidiary. "Bayoneting the survivors" is the kind of thing possible because of lax regulation of the banking and finance industries. The problems started with de-regulation of Savings and Loans under Nixon and continued with Regan and years of Republican controlled Congresses. The Bush years only finished the process, so my one year error was not so important. ... but sadly the American voters have seemed to have forgotten all that. But hey, look at the subtle difference in the two "blank expressions".
Also saywhatwhat, a subsidiary is a subordinate organization within a company, like NBC News is a subsidiary of NBC Universal (I think that's the name). You are thinking of when the Bush administration would pay a government subsidy to certain companies, which is where the government pays a business for a certain action, i.e. the opposite of a tax. Your comment is completely irrelevant to the comic, not to mention its chronological error, and therefore has no place here.
Anyway, getting back to the comic, I love how PHB and Dilbert in panel 3 have a blank expression, as if they are used to Dogbert's sadism by now.
