I believe that according to Scott's book "the Dilbert Principle", this boss is classified as Evil-Incompetent.
In my opinion this means that you need to minimize contact and control the information flow. You must feed them with lots of data because they're constantly demanding it (in hope of catching someone doing something naughty)
However the data you give them should be something irrelevant, harmless and ideally something that will cause them to look really stupid on project meetings (personally I never resorted to that extremity because the boss wasn't evil enough to justify such measures)
Actually, that kinda reminds me of the work process in my workplace.
We have this boss who demands to have approved every work item. Problem is, boss never forwards them to the right person, or on time, or at all.
Eventually someone must ignore this useless procedure just to get anything done around here.
