For those less mathematically inclined and to put a spin on .01%...

Under some !$%*!$%*!$%*! a number such as 1% or 3% can be a major increase for a company. So managers are often used to seeing small numbers as encouraging to performance gain.

Add on to this the confusion "is .01% 1% or is it 0.01%..." because if it's 0.01%.. That means you multiply your original by 1.0001. So essentially nothing changed. People tend to mistakenly interpret .01% as being 1.01 x (whatever) which is actually 1%, which could actually be an impressive gain.

By saying "efficiency" Dilbert is covered on his requirement for truth, because it's an extremely flexible word and any group of people who works together daily at least theoretically is getting better at working together with time. So he could pretty safely attribute "increase in efficiency" to this number and not be lying.

On the other hand: It's a 100% increase in teamwork and there is no more surplus in human resources.

I think the reason it requires two people is either to have everyone working or because Dilbert can't lie.
