No.. implying that you can start to make something when you have no idea what you're making. Are you making an e-commerce site, a nuclear plant simulator, or an e-mail system? All are completely different and even if you knew which of those then there's a lot variables within that that you would need to know. What do you want for an interface etc..

Of course management doesn't think of any of this either, so they're just telling you what the client was saying "go ahead and start it" the "and we'll tell you you did it wrong" is implied by the lack of Requirements Spec.
