I remember when a professor was teaching Heinsberg Uncertainty Principle to us in class, and when he asked us whether we had any doubts. One of my classmates stood up and curiously asked -"Sir, was Heinsbert a male of female?"
We laughed like hell on this for a minute.

Maybe it's just the lack of sleep and caffeine, but that principle goes a long way towards explaining the PHB's policies.
