Newcomer: no he's trying to imply to Dilbert that there are many other engineers out there that can replace him and would do so cheaply. He's trying to imply that they're so common that it's as if they grow on trees, they're easily and cheaply come by. Which may or may not be the case, and he may or may not be blowing smoke at Dilbert in an attempt to keep his pay-rate down.
