He made 1 bill by "convincing sckers" (that would be the sum total of what the "sckers" gave minus the investment cost of the barges and transporting those.. "investors".. out on the barges).., but before that he made 100 bil by tricking an vc to give him money.. That's a completely different scam.. uh.. I mean deal.

We don't know what they paid, where the money went, and how much the investor received or is owed. It's not documented and it's not traceable. Only Dilbert will ever know.Is this the first time a storyline was interrupted by the weekend comic?

Do you really think it cost him 100 bil to find a garbage barge? Nah, he kept the VC funds AND the money from the suckers.
