I am pretty sure it's just a perpective thing. If he drew the hairs pointing outward, it would probably look like whiskers coming from his face. Wally Mouse?
So your theory is that he does this in panel 1 so that his hair disappears in panel 2, and then undoes it in panel 2 so that his hair shows up again in panel 3? (many older strips have Wally's hair missing in panel 2 only)
Hey! Here's why Wally's hair disappeared in several earlier strips. Sometimes he combs it around the back of his head where it can't be seen from the front.
