The Company I used to work for does that all the time to get market share. Lack of expertise and bid low. Problem is our bids are usually accepted due to pricing. My team took pride in delivering acceptable standard of work. This resulted in us spending 'overtime' in learning/equipping with necessary skills. However, those extra hours are not compensated. Management says those overtime shouldn't be paid since we were using it for personal improvement and also there's no extra funds since the low bid resulted in a loss.
There's a silver lining though, this enhanced our marketability with new skills and many of us got much higher paying jobs after leaving. As for my former company.. yes, their market share did grow for a while, but new staff didn't take too kindly to such practices and never stayed long. In the end the company totally fail to deliver. They were too focused with market share, got comfortable with it, and never knew how to move it up to a profitable stage.
