You are correct that being paid any amount to be worthless is being over paid but redundant is not the correct word. Worthless and overpaid are not the same thing, for instance you could be totally useful but paid too much for the work you are doing. You could also be worthless, but not at something you are paid to do, for instance if you volunteer, say, at a food pantry but you take a friend and end up standing talking the whole time instead of working, you are worthless but paid nothing, thus not over paid.
