It's 2 years later and there's probably no way to verify this now unless someone remembers, but my theory is that toxicdude responded to a comment that was subsequently removed (the comment count below the strip is 1 higher than the actual number, so 1 was apparently removed). That's the only way it makes sense to me, especially the first sentence, but I could be wrong.
If not, maybe TOXICdude is just living up to his name..
