"Black market" labor exists in ALL economic conditions. Usually it is referred to as "will you pay me cash?" or "paying under the table". The idea is to screw the taxman or work comp carrier, all in the name of "doing what I have to to get by". What a crock!
As the economy tanks and the value of an "honest day's work" tanks with it, you will see LOTS of black market activity happening. It's called "survival."
