LOl, I like it. "Try faxing him".Of course, in that situation what you actually do is just write up the proposal and email to the 10 people you need input from. Write in the email that you need any suggested changes by whatever date and if you don't hear from them by then, that will be taken as agreement.
Input from 10 people, all have no concerns with the proposal.

But then again, the silence is usually stunned confussion because the PHB has NO CLUE what I am going on about most of the time.
