Dogbert has previously inflicted bodily harm on Dilbert, look at the strips for July 12 & 14, 2008.
It looks to me it was in fact Dilbert that got zapped by Dogbert. I don't think anyone else, especially Ted, wears the same red and black striped tie, though I'm not 100% sure about that.
Also I don't think Dilbert is dead here, but merely somewhat scorched..
Even though Dogbert has threatend to beat Dilbert up, "Unplug that that #*@! thing or I'll rip off your leg and beat you to death with it", I doubt he would actually ever do Dilbert bodily harm.
