Also, the only place that CFC can get that high is in Antarctica, as a result of the polar vortex, so apparently Wally is vacationing in some pretty exotic spots.

I think you missed the point. Wally is stating he has no intention of becoming enviromentally friendly. So what if the science isn't sound? It is still funny.
