Sometimes ScottÂ´s comics are too intelligent...but to clear up the confusion: the management style Dilbert is referring to is Mickey Mouse Operation.

I probably think that Dilbert's trying to suggest that PHB is like a mouse - scurrying for a hole at the nearest sign of any trouble!
