The C-level is referring to "Chief" level like CFO=chief financial officer, CIO=chief information officer, CEO=chief executive officer, etc...

This would be funnier if my employer didn't do stuff like this...the upper managers in particular like to award one another meaningless awards like the "manager of distinction" and the "director of excellence." As near as I can tell it's all about who can lick who's rear end more vigorously.
