I think the reference is to a "plague of locusts" in the Bible. The Bible also refers to eating "honey and locusts", but that's a different type of locust (Terry Pratchett's So[u]rcery has a joke where a character confuses the two).

I took it as Dexter takes it. In the afterlife, the pointy-headed boss learned management techniques with an emphasis on punishment, such as feeding people locusts. I'm assuming Scott doesn't know, or doesn't care, that in parts of the world people are perfectly happy to eat locusts.

Not sure if I got the gist of this strip properly but Helen is probably suggesting that one needs to eat locusts in hell. I would appreciate if anyone would bother correcting me in case I am wrong.
