Not a writer's joke. It simply means that it (the job, interactions with PHB, etc) rapidly descends into a living hell.

Guys... It's a Writer's joke... today is the first day... and this was the easiest strip of this series to write... because now Scott's gotta create boring hodgepodge problems for this guy to work on.
