No I don't think this is really American specific. Not the part about needing the list of the kids anyway, that has more in common with the middle eastern tradition of the new sultan/emir/emperor/whatever killing all his brothers and their male children and all male relatives in general upon ascending to the throne to eliminate rivals.
Sometimes the strips are so 'American specific' that a person from the other part of the world who does not read The Washington Journal of The New York Times can't get a kick out of the strip...

What makes this strike home to me is that a former state governor fathered two children out of wedlock while he was governor and the media agreed to cover it up if he agreed not to run for office again. Imagine this kind of a deal when Sanford, Spitzer, Edwards et all have their foibles smeared all over the print pages - though the national media did try to ignore Edwards until the Enquirer made that untenable. I really do think this is one reason why the Rocky Mountain News closed. no need for two papers to cover up news. Though The Rocky did print Dilbert I think I recall. My soure for the news hush up deal was a former officer of the denver press club. The same club that has a photo of all the presidents, except jfk.
