This is proper management. I once sat outside my managers office and any time he needed help he just threw something at me. More than once I was asked about someone's project, I found that they were busy / distracted and were behind. Once the status was reported back to my mgr, I was now contacted for status from then on. I took many projects over to keep me from being blamed for a project I did not own.
I eventually moved and the person that moved into mt desk just continued where I left.....
