This could fit a lot of county government offices. I know of one County Auditor PHB in Ohio that had a pinchant for hiring like this for several years.

We had a 'lucky to find' crony at my previous company. After running off our only knowledgeable sales account manager, destroying our segment of business, he was finally dismissed because of a 2nd sexual harrassment case - all this in less than a year's time!
Gotta love the tag-a-long 'finds'!
