OldDude, Wally just wants to keep his job. Scratch that, I mean pay packet.Wally couldn't give a flying leap about the company!
Oh and he hates wasting time doing activities that are pointless which is everything his company asks or allows him to do. So he "wastes" his time (from a company perspective) doing what he wants to. Dilbert and Alice have a different approach to this difficulty. Dilbert constantly buts his head against the wall and Alice goes ahead and is useful inspite of PHB and the rest of management, and has the fist of death to aid her against the obstacles.
And Asok is in the process (still, after decades) of learning this horrible truth.

Wally is the Obi-wan Kenobi of the IT world. He is able to use "Mind tricks" on the feeble minded. He hides his eyes with glasses and the coffee cup is just part of the illusion. "When can I expect it? logically that would be never"
He is not slacking, he is just not interested in performing a task that is not "important" to his company.
