There was once conducted a feasibility study on building a mile-tall skyscraper. The results were that so much of the building space would be consumed on elevators shafts, elevator lobbies, and related machinery, it would consume a great part of the building space, thereby defeating the purpose of such a large building.

This is practically the same kind of inefficiency that Wally has intentionally implemented to effectively ensure that he cannot work.
