Honest, certain nothing is much better than arbitrary management decisions resulting in nothing. You can make plans based on the former.

Doc that is only partially true. If someone believes in the false hope then it is beneficial but when they realize that it is false then it can be worse than never having hope at all whether from the shock of finding out or the knowledge that the only hope your superiors can give you is a convenient lie. I'd rather go on with the knowledge that there is no hope.
