There is no point to start doing a mission that's impossible by defintion, like previewing a lion's pecs, so Wally thought it would be better not to start doing it at all. I bet he tried to contact her, but her phone was probably occupied that time, or there was a network cut off, or a lighting hit the building and caused a blackout...
