Sounds like this guy worked the the WI Dept of Revenue. They set up a State of the Art website for businesses to upload their tax info. It consisted of Dial up with a modem first to get into the system before getting into the website (I guess SSL connections were beyond them); You had to set up the account which you had 30 seconds to do before it disconnected you then took an hour or two to reconnect. And it was YOUR Responsibility to get this information to them by the due date. The IS person given this task came in at night and spent about a week completing this.
A pencil is much better than an ethernet switch
- it works most of the time
- when it's broken it's obvious what the problem is (mostly that the tip broke off)
- you can solve the problem yourself by using a pencil sharpener
- if the problem can not be solved you can get a cheap replacement
We had someone in charge of supplies who opened some sample packs of paper to check that there really were 200 sheets in each pack. The fact that this was photo-sensitive paper didn't make him pause to think that he might be doing something that was just a little bit silly.
