This would make more sense if dinosaurs were alive by the time when oil was formed. Natural gas could have only be made pre-fungus and is definitely pre-dinosaur. Community college has taught me that much.

My firm has a similar policy, but disguised - anything not from an approved vendor is sourced via a third party, always the same one, who get paid the purchase price plus 15%. However, not only does this mean it's more expensive than buying it yourself, but they have a minimum three-month delivery time, and what's more they haven't been paid in seven months and so are refusing to order anything at all. And naturally the Purchasing department, who hold the the list of magic names of the approved vendors, are graded on the reduction in the number of suppliers, so the list of things we can buy gets smaller and smaller. Currently we buy the things ourselves and put in expenses claims... if this ever gets on the radar screens we might as well stop all engineering activities.
How about a follow-up where Bob announces total success in Purchasing strategy by having zero approved suppliers? the Big Boss will have to come out with a massive reward, like the smoking shell of a once-profitable company, to which Bob can add the punchline - all my own work...

Why should Bob divulge the policy to the employees? It is wrong. Actually, the author of the cartoon is using Bob to explain the policy to us. This fact detracts from the merit of the cartoon.
