I interpreted "whatever is happening over there" as a condescending reference to what Dilbert is thinking and feeling. She can get away with it because of he is attracted to her, and she couldn't give a darn about him.
My take on the last panel: "over there" is equivalent to "with you," meaning the sum of Dilbert's appearance, personality, etc. Basically, Amber is saying she can treat Dilbert like dirt because he's Dilbert. Too bad he agrees.
