This is all well and good until the manager raises the quota after the salesperson has reached it. I've read enough stories of the bosses giving the salesforce a practically unreachable goal. Some hotshot actually achieves his goal, despite the low performance of the others. Instead of rewarding said salesperson, they raise his quota again such that he won't reach the quota and thus be eligible for a bonus.
