Obviously, Topper isn't sure that his "solution" is workable because he's going to explain it to Dilbert after the meeting. By not stating his "solution" in the meeting, Topper avoids the possibility that, if he explained it to Dilbert in the meeting, Dilbert would point out the flaws in Topper's "solution" and make Topper look like an idiot in front of PHB.
