How to fund covet operations; charge them to other departments. City of Toledo mayor in 2000 wanted to tap into Public Utility money (by state law public utility money could only be used to public utilities) and they had a lot of extra money at the time. To get around that, he just made other departments part of Public Utilities like the department that repairs roads, etc....

accounting department is just a parasite for companies, no one can deny that a parasite can make at least a thing good for the host but beware and keep parasite in check all the time otherwise your parasite could be idiot can kill host first then itself :)
