I think catbert is concerned about being snatched up to work at Facebook in the second panel. PHB shouldn't be worried, but with his overinflated ego he probably doesn't realise this.

Wally's been jipped.He is incredibly talented...
...at avoiding work.
What baffles me is why catbert is so concerned. It must be that he is worried that this sort of disruption will affect his ability to wreak evil on his employees. Having employees snatched away could certainly tarnish his reputation.

It's funny Catbert and PHB share the same shocked face in the second panel and in the third panel, Wally and PHB share the same annoyed look.
