OK, I am somewhat sophisticated with respect to the cyber-world and I was not sure what Dilbert was referring to by 'the Cloud'

I have certainly had meetings with and without video over the internet and of course in fiction there is virtual reality.

Was the Cloud supposed to be a reference to something that exists?

It seems that some of our commenters are as much in the dark as Dilbert's shrink. She - and they? - don't realise that The Cloud is a real (albeit virtual) IT construct that allows people to hold virtual meetings using their virtual representations, or avatars. Sometimes I think that Scott must despair of some of his audience!

I think Dilbert needs to get a new and younger shrink. Maybe one with a double major in psychology and computer engineering.

That may not be as weird as it sounds. I knew a lawyer with a PhD in physics. Mostly worked in the area of intellectual property (patents).
