There is actually a sound basis behind PHBs "feeling" here - nothing EVER works as expected in the software domain. There's always something that flies under the radar and comes back to bite you later. This can be used across the board without a fear of being wrong.

For me, the part that hits home here is the "Can you research it a little more?" comment. The engineer is expected to know everything isn't he/she?
