Reminds me of one election year in Toledo. There was a referendum to build a new Mud Hens stadium that no one wanted at the time. The people voted it down but the Mayor had already decided it would be built. The concept was moving a minor league team from a less congested are with FREE parking to the more congested downtown area where fans would have to find and pay for parking.

For some reason it seems as if he planned the whole thing from the start. Hard to tell since Dilberts emotions undercut those of a potatoe :D
