I've found the solution to this dilemma at my job- I was working late one night, and I overheard one of the facilities people explaining that the city's recycling service doesn't serve our area, so everything in the blue bins gets shredded anyway. So basically the blue bins are there to make us feel good.

Thank goodness we the federal government to demonstrate how to efficiently execute policies and procedures...

Write on fruit. Perfect solution... The guidelines are already rotten. :)
